How to get a new and transfer title in Illinois


To Transfer a Title or Apply for a New Certificate of Title in the State of Illinois:

To prove that you legally own a vehicle, you must obtain a certificate of title from the state of Illinois. Anytime you purchase a new vehicle, you must transfer the title, or apply for a new one, if you are the first owner. If you sell your vehicle, or give it away to someone, you must also transfer the title. A title must also be transferred upon death of the owner, when a new owner takes possession.

Acquiring a Title for your Newest Vehicle

If you purchase your vehicle new from a licensed dealer, they will often process the title transfer and pay the fees for you. If you would rather handle this process yourself, you are free to do so. Used Vehicle Transfers

Used vehicle obtained through a sale or gift:

Whether you receive a vehicle as a gift, or purchase it yourself, you must have the title transferred into your name. In order to do so, submit the following documents, along with the fee, to your local VSD:

  1. Current Title
    Seller or person giving you the vehicle must fill out the part that signs the title over to you. If the vehicle is less than ten years old, this document requires you to fill in the miles shown on the odometer.
  2. Application for Vehicle Transaction
    All parts of this form must be filled out completely. Pick up the form at your local VSD or call 1-800-252-8980.
  3. Tax Form
    Form RUT-25 must be used if you purchased the vehicle from a licensed dealer. If purchased from an individual, use Form RUT-50. Again, you can pick up these forms at your VSD or call 1-800-252-8980.

Fees

Do not forget to include the appropriate fees when mailing your application. They are:

  • Title Fee of $65
  • Vehicle Use Tax
  • This amount will vary depending on the purchase price if it is $15,000 or greater or the model year, if you purchased the vehicle for less than $15,000.

To determine the correct amount of tax due, contact your local VSD. If you are writing a check, the title fee should be made out to 'Illinois Secretary of State'. Use a separate check for the tax, and make it out to 'Illinois Department of Revenue'.

Title Transfers after Death of Owner

When the owner of a vehicle dies, the title is normally transferred to the heirs of the estate, unless the owner's will has specified someone else. This type of transfer, including fees, is very similar to the procedure explained above. Also, it is crucial to find out how the estate has been settled. If there is not a will or a joint ownership of property, the heirs may have to fill out a Small Estate Affidavit or an Attorney's Affidavit. The value of the property determines which form must be completed. They must also include a copy of the death certificate with the forms.
